NDIS Funding Categories Explained: 2026 Edition

The three NDIS funding categories — Core, Capacity Building and Capital — operate under very different rules. Knowing which category applies to a support is the foundation of every successful funding application.

The Three NDIS Funding Categories

Every NDIS support sits in one of three funding categories, each with its own flexibility rules, evidence requirements and price guide structure. The categories are: Core (day-to-day supports), Capacity Building (skill development and capacity), and Capital (assets — AT and home modifications).

Core Supports

  • Assistance with Daily Life (including SIL)
  • Transport
  • Consumables
  • Assistance with Social and Community Participation

Capacity Building Supports

  • Support Coordination
  • Improved Daily Living (allied health, FCAs)
  • Improved Living Arrangements (ILO Stage 1)
  • Improved Health and Wellbeing
  • Improved Learning
  • Improved Life Choices (plan management)
  • Improved Relationships
  • Finding and Keeping a Job

Capital Supports

  • Assistive Technology (Level 3 and Level 4)
  • Home Modifications
  • Specialist Disability Accommodation (SDA)

How FCAs Map to Each Category

A single FCA report typically generates evidence across all three categories — Core hours for daily living and community access, Capacity Building for allied health and Support Coordination, and Capital for AT and home modifications. This is why a single high-quality FCA is the highest-leverage piece of evidence a participant can invest in.

2026 Pricing and Category Changes

The 2026 NDIS Pricing Arrangements introduced refined sub-categories within Core and clarified the AT levels. Our report templates are updated each financial year to align with the current Price Guide and Operational Guidelines.
